Published cost figures
What you do here: look up a cost line and read every published figure that sits under it.
A destination page shows the one figure that stands out there; the list here holds them all, one row per cost line.
Every figure was published by a named source, in the currency that source wrote it in, for the year the row states.
Every published figure, by the line it covers
Figures under one line come from different countries, years and currencies. They can be read against each other; they cannot be added, and none of them is an average computed here.

Where no figure is published
These destinations publish no cost figure. Their pages state what may be paid there under the local rules; the numbers themselves live in a quote, not in the law.
What a published figure is for
A figure from a source is a reference point, not a budget. Set it against the matching line in your own quote and the gap between the two is the question to put to the provider.
